Germany is home to the largest legal medical cannabis market on the planet, and that was true even before the European country adopted a national adult-use cannabis legalization measure in April 2024. Germany used to have a limit on how much medical cannabis could be produced domestically. However, that limit was removed as part of the new CanG law.
Still, Germany imports a considerable amount of medical cannabis from other countries. In fact, imports of medical cannabis flower to Germany have surged by over 457% during the last year, with over 37.223 metric tonnes of medical cannabis flower being imported in just the first quarter of 2025 alone.
To put that figure into perspective, the total imports for Q1 2025 increased by roughly 14.8% compared to the Q4 2024 total (32.419 metric tonnes), which was itself a record at the time. Germany imported 8.143 metric tonnes of medical cannabis flower in Q1 2024.
Below is a breakdown of which countries Germany imported medical cannabis from in Q1 2025, and how much flower was involved, via data from the German Federal Institute for Drugs and Medical Devices. Total imports for calendar year 2024 are also included in the table below. As you will see, Canada (spelled ‘Kanada’ in German) leads the way with 16.057 tonnes:

If current trends remained the same, Germany is on track to import more than 64 tonnes of medical cannabis flower from Canada by the end of 2025. Although demand for medical cannabis in Germany has gone up quarter after quarter, so its possible that the total could prove to be even larger by the end of the year.
It is also worth noting that there is a push underway by Germany’s Health Minister Nina Warken to prohibit medical cannabis telemedicine services. While I feel that is unlikely to happen, if it did occur, that would negatively impact medical cannabis demand in Germany and would presumably affect potential medical cannabis flower import totals.
