How Many Cannabis Consumers Are There In Slovenia?

Slovenia recently became the latest European country to adopt a modernized medical cannabis program. Earlier this month, Slovenia’s National Assembly approved a historic medical cannabis measure that will significantly overhaul the nation’s medical cannabis laws and regulations. Once the measure is implemented, Slovenia will be home to the most progressive medical cannabis laws and regulations in Europe.

Mere days after approving the medical cannabis measure, lawmakers in Slovenia introduced an adult-use cannabis legalization measure. If approved, the measure would permit adults in Slovenia to cultivate up to four plants in their private residences, possess up to 7 grams of cannabis when away from their homes, possess up to 150 grams in their homes, and gift cannabis to other adults in certain circumstances.

Adult-use cannabis commerce would remain prohibited in Slovenia under the proposal, although the measure would still boost many ancillary sectors of the emerging cannabis industry, especially sectors focused on home cultivation and personal consumption devices.

To get an idea of how big the potential market is for such products and services in Slovenia, I once again turn to the European Union Drugs Agency’s 2025 report, which contains relevant data about Slovenia’s estimated adult cannabis consumer base (up to 64 years old).

According to the report, an estimated 2.8% of adults in Slovenia have consumed cannabis within the last month. By comparison, an estimated 10.5% of adults in Spain have consumed cannabis within the last month, according to the report.

Additionally, the report estimates that 5.4% of Slovenia’s adults have consumed cannabis at least once within the last year, and 22% of adults in Slovenia report having consumed cannabis at least once in their lifetime.

Next, I will incorporate population data from the Republic of Slovenia Statistical Office, which estimates that 63.4% of Slovenia’s population falls within the same adult age range (up to 64 years old) as the data used in the European Union Drugs Agency’s 2025 report. As with all estimated cannabis usage data, it is worth noting that the actual number of active adult cannabis consumers in Slovenia could be greater considering that many cannabis consumers are not forthcoming about their usage on government surveys due to fears of potential prosecution. However, the estimations in this article do provide some level of context regarding how big Slovenia’s cannabis consumer and medical cannabis patient bases may be.
