Germany’s Medical Cannabis Market Is Worth Over €670 Million

Germany was already home to the largest legal medical cannabis market in Europe before lawmakers approved a national adult-use cannabis legalization measure in April 2024. However, the industry has surged since the CanG law was adopted. Part of Germany’s CanG law involved the removal of cannabis from the nation’s Narcotics List.

According to a recent market analysis contained in The European Cannabis Report: 10th Edition, Germany’s legal medical cannabis market is worth more than ever, with more patients buying legal medical cannabis products from German pharmacies.

“Germany continues to lead the European medical cannabis market, now valued at over €670 million, thanks to the transformative MedCanG law enacted in April 2024. By removing cannabis from the narcotics list and eliminating bureaucratic hurdles, Germany has created Europe’s most open medical cannabis ecosystem.” reported Cannabis Health News.

“The market is now supported by over 20 telemedicine clinics, a robust import and distribution network, and falling flower prices, further boosting accessibility.” the outlet also reported. The average price of legal medical cannabis in Germany is reportedly €7.49 per gram.

A push is underway in Germany, led by the nation’s current Health Minister, to limit telemedicine services. The German Cannabis Business Association (BvCW) recently conducted a survey asking, “What is your opinion on the possibility of obtaining prescription drugs by completing an online questionnaire?”

“The majority of respondents support the option of obtaining prescription drugs via an online questionnaire. The survey responses were as follows: 49% support this procedure for both cannabis and other prescription drugs. 21% support it exclusively for cannabis.” BvCW stated in a recent newsletter (translated from German to English).

“Overall, 70% are in favor of prescribing cannabis via online questionnaire. 9% expressed a partly positive, partly critical attitude. 16% reject the approach in principle – regardless of the drug. 2.5% either rejected it only for cannabis or were undecided. No one expressed support exclusively for other drugs.” BvCW also wrote.

A leading German medical cannabis company, Bloomwell Group, has compiled and published data that provides much-needed context regarding which regions and medical cannabis patients may be the most impacted if the harmful amendment and its provisions are approved.

Bloomwell Group released a map outlining the number of medical cannabis patients in Germany in relation to the country’s population, along with which regions have the most, and least, patients. The results suggest that online delivery of medical cannabis is heavily relied upon by German patients who do not have local access to brick-and-mortar pharmacies that can supply cannabis treatment.” stated Bloomwell in a press release obtained by Cannabis Industry Data.

Top international cannabis economist Beau Whitney, founder of Whitney Economics, estimates that Germany is home to between 700k and 900k medical cannabis patients. According to the German Federal Institute for Drugs and Medical Devices (BfArM), Germany imported 43.257 tonnes of medical cannabis products in Q2 2025, which, when combined with the 37.519 tonnes imported in Q1 2025, totals 80.776 tonnes in the first half of 2025.

The German Hemp Association (DHV) recently issued a statement regarding the current push to limit telemedicine in Germany. Contained in their statement is the projection that if medical cannabis sales reached 100 tonnes in Germany, it would translate to “one billion euros in sales.”

With Germany currently on pace to eclipse 160 tonnes in medical cannabis imports alone in 2025, and combining that with sales of domestically produced products, the estimated €670 million market value in The European Cannabis Report could prove to be too conservative. Only time will tell.
