Maryland Q3 2025 Cannabis Tax Revenue Tops $26 Million

Maryland’s Office of the Comptroller published quarterly cannabis tax revenue this week for the third quarter of 2025, and the state’s emerging legal industry generated over $26 million for public coffers.

“Maryland law imposes a 12% sales and use tax on retail sales of adult-use cannabis and cannabis products.” the Comptroller stated in its recent report announcing the Q3 2025 tax totals. “The Comptroller of Maryland administers the state’s sales and use tax, which includes responsibility for collecting the tax on the retail sales of adult-use cannabis. The Comptroller is also responsible for the accounting of the funds created through the Cannabis Reform Act and distributing the required funds as detailed in the chart below.”

On Election Day 2022, 67.2% of Maryland voters approved a cannabis legalization ballot question that was referred by state lawmakers. The successful vote paved the way for cannabis to be legalized for adults 21 and over.

“Sales of cannabis to adults over 21 are permitted beginning July 1, 2023, and adults may possess up to 1.5 ounces of cannabis flower, 12 grams of concentrated cannabis, or a total amount of cannabis products that does not exceed 750 mg THC.” the Maryland Comptroller’s report states. “This amount is known as the “personal use amount.” Retail sales began on July 1, 2023.”
