Rhode Island Cannabis Sales Topped $41 Million In Q2 2025

Lawmakers in Rhode Island first approved adult-use cannabis legalization in May 2022, making Rhode Island the 19th state to adopt recreational cannabis legalization. The first legal sales of adult-use cannabis products began in December 2022 in the state, with sales initially launching through five licensed dispensaries.

“Between April 1 and June 30, 2025, combined retail and wholesale cannabis sales in Rhode Island totaled $41,093,010.” stated the Rhode Island Cannabis Control Commission (CCC) in a recent press release. “Retail cannabis transactions accounted for $29.88 million, with an average purchase of $34.94 per transaction. Adult-use cannabis sales represented the majority of retail activity, with medical-use sales continuing to provide vital access for over 7,300 registered patients statewide.”

Below is a breakdown of Rhode Island sales by product category during Q2 2025, according to the recently published data:

  • Pre-packaged flower: $12.80M
  • Pre-rolls: $6.07M
  • Vape cartridges: $4.85M
  • Edibles: $3.53M
  • Concentrates & infused products: $2.39M

“This quarter’s data reflects a stable and maturing marketplace,” said Kim Ahern, Chair of the Commission. “We remain focused on thoughtful oversight, strong regulatory compliance, and an equitable approach to cannabis regulation in Rhode Island.”

“With each passing quarter, we are enhancing our understanding of sales cycles, category, and market growth. These emerging trends underscore the necessity for ongoing data-driven oversight to
effectively support a self-sustaining regulatory commission.” said CCC Chief Financial Officer Kelly Verte.

According to a tax revenue analysis conducted by the Marijuana Policy Project, Rhode Island’s legal adult-use cannabis industry generated $34,555,111 in tax revenue and fees between December 2022 and April 2025.

A recent market analysis and report by Vangst Staffing and Whitney Economics determined that the legal cannabis industry in the United States sold roughly $30.1 billion worth of cannabis products in 2024. The report also found that the legal U.S. industry supports 425,000 full-time jobs.
